Why XBOX/Microsoft/Black Ops/First strike have no love for US military overseas?

trying to download First Strike on my XBOX 360 and it wont let me giving a messgae saying not availible in your region (Germany). Mind you my 360 and Black Ops disk is from the US. Wheres the love for the GI's overseas? I know I'm not the only one having this problem.
