Does anyone know the title of a thriller/horror, with a child in yellow raincoat and plastic transparen mask?

I saw this movie rather a long time ago, so I think it is either from the late seventies or early 80's. I can't remember much apart from the child (?) running around in a yellow mac and creepy transparent mask. It was slightly unnerving at the time.
